WARD 5 TASK FORCE ON REDISTRICTING OF ADVISORY
NEIGHBORHOOD
COMMISSIONS
September 24, 2001
We, the members of the Ward 5 Redistricting Task Force on Advisory Neighborhood
Commissions, registered voters and residents representative of the racial,
ethnic and geographic area of Ward 5, were appointed by Ward 5 Council Member
Vincent
Orange, Sr., on July 9, 2001, to develop a plan of alternative recommendations
for the adjustment of the boundaries of Advisory Neighborhood Commission areas
and Single-Member-District based upon the 2000 Census and to make other
recommendations with respect to the operation of advisory neighborhood
commissions. Our plan is in compliance with the requirements of District
of Columbia Statutes
1-253, 1-254, 1-1308, 1-1331 and 1-1332 for ANC redistricting.
Mission Statement
The Ward 5 Restricting Task Force on Advisory Neighborhood Commissions was
appointed by Ward 5 Councilmember Vincent Orange, Sr. to implement the
provisions of the
District of Columbia Ward Redistricting Law, as enacted by the DC City Council
in 2001.
The task force is empowered to use the 2000 Census results to determine the
number and
boundaries of Advisory Neighborhood Commissions and Single Member Districts (SMDs)
in Ward
5. The task force plans must comply with the provision of the DC Statute
Section
1-1041.03. that requires the population of SMDs be "within a deviation range of
no greater
than 10% or a relative deviation greater than plus-or-minus 5% (1900-2100),
unless the
deviation results from the limitations of census geography or from the promotion
of a
rational public policy, including, but not limited to, respect for the political
geography of the District, the natural geography of the District, neighborhood
cohesiveness, or
the development of compact and contiguous districts." Furthermore, the Ward 5
redistricting plan as proposed by the task force shall not have the purpose and
effect of
diluting the voting strength of minority citizens of the ward.
Having completed that work, we respectfully submit our report of recommendations
contained herein.
